this might not be the right category
here is my device manager
i've attempted to reinstall apple mobile support, adjusted power management, and used usb oblivion
wifi sync continues to function, which i enabled around april or may with usb in itunes

Have you checked if iTunes is updated?
Does it appear in iTunes?
Do you open iTunes first when trying to connect the iPhone to storage?
Are you receiving warnings on your device about trusting the computer?

wifi sync only, phone appears when plugged in but not when ejected
yes
no trust prompt
edit: wifi sync stopped after reinstalling iTunes

edit 2: problem seems on the phone, it also fails on another computer but works with a different iPhone.
should note that my phone doesn't charge via USB from PC either.

The only other ideas I have right now are:
Use a blow to the lightning connector with canned air.
Turn off USB Restricted Mode (though it should activate only when locked an hour).
Use an official Apple cable.
Reset the iPhone to factory settings. This will check if it connects normally. Make sure you have a complete iCloud backup beforehand. You can restore later.
Connect the iPhone to a USB device, like a flash drive.
