Okay I get what you mean. First of all a tip from me, don't use the official youtube app for old devices it's godawful. I guess that your screen is reloading a pervious image where you have been using low power mode, perhaps try a restart if you haven't.

I performed a thorough restart and it has no effect. The background image remains unchanged.

It functioned well, yet I now appreciate the moving background. I recently applied dynamic wallpaper to my iPad Air 1 and it looks identical.
