When it occurs during data transfer between the gateway and the PC, the challenge shifts; if it happens inside the PC itself, the problem could be more complex, possibly tied to either the ISP or the PC depending on who manages the gateway.
I don’t believe the ISP is at fault since my laptop works fine with the identical cable. Also, I noticed that performing multiple tests simultaneously allows me to achieve the advertised speeds—when I sum the results, I still manage to hit those rates on my PC.
