I don’t believe the ISP is at fault since my laptop works fine with the identical cable. Also, I noticed that performing multiple tests simultaneously allows me to achieve the advertised speeds—when I sum the results, I still manage to hit those rates on my PC.

It seems to be running on that system. The behavior doesn’t occur when tested one after another, which is intriguing. I’m thinking about whether there might be a power-saving setting or another factor affecting some component during prolonged delays. This kind of issue could be more noticeable in a PC than a laptop.
