Leaving the country could be an option, VPNs might help too. Of course, the latter could also be restricted and would likely be considered illegal if they’re already blocking the internet. A really bad situation and I don’t have a solid plan for you.

From your home country it’s not really simple, and using a VPN or any external server in Iran isn’t possible at that moment.

I've used a VPN before, and it works fine now. But during that time, the whole internet would stop working. Can you picture that scenario?

The limited repair has enabled some sharing of data after weeks of almost complete disconnection. Still, numerous areas stay unreachable, such as sections of Tehran. Surveillance data shows that the majority of social platforms are still restricted, consistent with ongoing Iranian regulations, though VPN tools can provide temporary access.

At that stage VPNs and various DNS servers won't help much (though I don't endorse them, as they might be seen as illegal). Typically, in such cases, I'd reach out to the local government and urge politicians to address the matter, hoping for action. However, in a political environment like this, that approach would likely fail. As someone from Iran, visiting another country's embassy probably won't make a difference either.

To bypass DPI, there are some techniques you can employ. Your main challenge is related to how you finance servers overseas, especially since Iran is restricted from using Swift networks. Tor could assist temporarily.
