It seems like the system is acting up after booting. Files aren’t loading quickly on the desktop, the taskbar isn’t responding, and everything feels sluggish compared to when it was faster. You suspect Explorer.exe might be stuck. This issue is happening with a hard drive, which used to run much better.

Wait a moment. Occasionally Windows performs self-checks after boot-ups, which can interfere with the taskbar and other elements. When you press the Windows key, it may trigger these checks.

it could be a simple lag issue: as soon as I posted this it functioned and all the features I asked for (pressing win key) activated
