I began favoring purchases from Argentina Steam since prices there are very low—GTA 5 is about four dollars, Rust is around seven dollars, etc. My approach was to get gift cards, claim them on Steam, and buy the games directly. Now most cards are sold out, so can I still buy games using my credit or debit card if it uses euros? Thanks!

Well then, just avoid that. You need to purchase games in the same area as your billing location. It seems your credit card is linked to your real address, which probably makes it easier for them to catch you. One reason games might be cheaper elsewhere is because publishers adjust prices based on local economies.
