You're aiming for simple, low-res games. Just turn down the graphics options to their minimum settings.

I've used Cod WAW and I'm seeing 15 FPS when looking forward. It's running at the lowest level.

Open the application in a new window. Turn off Windows Aero. Adjust all settings to the lowest possible level, except for maximum frame rate.
