Turbo Boost Power Max sets a maximum limit on how high the clock can go before it resets. The Turbo Boost Power Time Window defines the duration during which the CPU may exceed this maximum. Turbo Boost Short Power Max is the strict upper bound; once exceeded, the CPU quickly returns to the base limit.
