I face an unusual issue with my CPUs. I need their clocks to stay between the base speed and the maximum turbo under load. For the I5-8400 this means 2.8Ghz base and 4Ghz turbo. The problem is that no matter what I adjust in BIOS or Windows, it doesn’t reach the desired range. Intel Speedstep reduces clocks to 800MHz–1.6Ghz, which is not usable because it causes micro stutters. With Turbo boost and Speedshift enabled, it fails completely. The clocks never drop below 3.88Ghz. Disabling Speedstep and Speedshift but turning on Turbo boost keeps the clocks stuck at 2.8Ghz. Enabling Turbo Boost and Speedshift raises the clocks above base but prevents them from exceeding 3.8Ghz, while enabling only Speedshift leaves them at the base speed. It seems my Windows settings might be incorrect, though they appear to be up to date. Let me know if you can help.

Start with the basics—it’s always a fresh reset. Give it a try and see if it makes a difference.

I also did that, first I saved the settings, then I reset the BIOS and still had the same problem.

It began following a BIOS update, though I determined it was a problem through observation and testing. To track the frequency, I use a monitoring tool.
