I own an HP laptop running an Intel I5-1135G7 with tigerlake chips. The recommended power settings are 17W for PL1 and 35W for PL2. Gradually, PL1 is decreasing to around 10W (within the 10-17 range), which is causing performance issues. The CPU isn’t overheating at all. What’s puzzling is that PL2 stays constant unless the temperature hits about 95°C, then it briefly drops to 28W before returning to the lower limit. Then PL1 jumps to 15W and its maximum drops to 10 over roughly a minute, leading to poor performance. I assumed the VRM might be overheating, but it seems stable during idle and load phases at 35W until the short period ends. This suggests the problem isn’t with the VRM, but something else is affecting the setup. Got any thoughts?

Have you considered removing the DPTF driver? This may resolve certain power restriction throttling problems. https://bradshacks.com/disable-dptf/ If your VRM overheated, ThrottleStop would flag it as a VR THERMAL in the Limit Reasons area. If it doesn’t appear there, the issue is likely not with the voltage regulators. Dell tends to reduce the PL1 power cap well under its rated TDP. It seems HP follows a similar approach. As you’ve found, this significantly impacts performance and there may be no straightforward fix.
