I recently upgraded to an i7-9700K but faced frequent freezes during login and a complete shutdown afterward. After updating the BIOS, I discovered it was stuck at a low clock speed—0.80 or 0.79. I tried various fixes: disabling speedstep, using OC Genie, resetting BIOS settings, and adjusting throttle stopper. Still no improvement. PC specs include an i7-9700K, 16GB Corsair Vengeance RGB Pro DDR4, and a ZOTAC GeForce GTX 1050 Ti OC Edition on an MSI Z390-A PRO motherboard with a Cooler Master Hyper 212 RGB Black case. I’ve been working on this for days. The fix came when I turned off Intel Thermal Monitoring in BIOS. Updated October 4, 2020 by SebDeluca.
I recommend verifying your CPU temperatures first. It’s likely your system will throttle aggressively, so checking the cooler attachment and applying sufficient thermal paste are essential steps. Make sure the protective cover is removed from the underside of the cooler.
Update your system or upgrade Windows 10 to the newest release. Ensure you have a backup of your information before proceeding.
I was confident the cooler was securely fastened, but I’ll verify that again. It seems I applied sufficient thermal paste and removed the protective cover from the bottom of the cooler. I’ll update you once I try adding more or reapplying it to see if it resolves the problem.
After adjusting the cooler (with firm pressure but not maximum), the BIOS reports a CPU clock speed of 4.7GHz, yet Task Manager lists it at 0.79GHz, and performance remains sluggish. The CPU temperature in BIOS is 29°C.
