It seems like a fake version of i4 or a modified build claiming to be i4. The 4210M is actually an i5 model.

I'm the person watching that video. It's definitely an "i4" CPU, not just for attention-grabbing reasons. You can observe he accessed BIOS and it clearly displays i4-4210M at 2.6GHz, which means it's not Windows tweaking. Additionally, he installed an i5-4210M on the same board and the BIOS lists it as i5 correctly. When he swapped this i4-4210M into another machine, that one also shows i4-4210M.
