This shouldn't relate to the BIOS since the 3930k is part of the X79 platform introduced in November 2011. Both the three beeps and code 69 appear to connect with RAM issues.

The RAM functions properly and I've checked it with a 2GB stick too. It seems the processor might be the problem, but I'll return it since it could match what you're expecting.
