I added XTU without forcing installation, yet it didn’t resolve the issue.

The 35W TDP is just the highest allowed limit. It doesn’t mean your CPU must always draw 35W. As long as it operates at its full capacity, the less power it uses, the better. The maximum speed listed is 2.40 GHz, which was typical for Intel CPUs in the past but isn’t common today.
