Hello, I own an old PC CPU: Intel Core 2 Quad Q6600 at 2.4 GHz, 3GB RAM, a Radeon HD 5450 GPU, built on a Gigabyte 946GMX-S2 motherboard, with a power supply ranging from 250 to 300 watts. My concern is whether I can overclock the CPU to at least 3 GHz given these specifications, and whether increasing it to 3 GHz would improve my FPS.

The Q6600 can reach 3GHz without a heat sink or fan from Intel. But since I don't know the type of power supply you're using, I wouldn't recommend overclocking with it. Keep your CPU at its default speed or the low-quality PSU might damage the whole system.

overclocking the cpu seldom increases fps significantly. usually only a few fps gains, around 1-2 on a game already running at 60+ unless it's heavily CPU-dependent.
since most games are more GPU-limited, the extra power usage often doesn't pay off.
the main reason to overclock is when your GPU is actually being limited by the CPU. your current setup has almost no chance of that happening.
