The performance numbers come from an Intel burn test. Higher voltage seems to boost speed—-180mV gives about 106s, -170mV about 101s. The processor is an i5 6300HQ.

If the processor lacks sufficient power to reach a faster frequency, it can't do so, leading to reduced speed.
