My observations suggest that (almost) anything compatible with W7 should also work on W10. Definitely, factors like system RAM, shared graphics, and the graphical effects ("Aero") applied in desktop and folder settings need attention. You should also check Background Apps and disable nearly all of them in System and Startup Apps. In reality, it took only a minute but you can significantly reduce W10's performance.
Yes, it should work well for regular web browsing. I would suggest choosing a lightweight Linux distribution because your hardware is older, and Windows 10 will reach its end of life in a few months. Still, the system should function properly, particularly with an SSD.
