Uncertain about the issue, I can play GTA at a smooth frame rate on ultra, except for shadows. The main difference is using an i3-4150 processor.

I noticed a few videos showing poor frame rates, similar to what you experienced. They attributed it to optimizations made to boost overall performance, especially on four cores in GTA V or CRI on the M8.
