I installed PES 2017 last night, and now my games and entire PC are slow, with frequent stuttering and crashes. My hard drive is not fragmented (0% fragmentation) and has 857GB of free space. The game that crashed, Gothic 3, previously ran smoothly without issue; now it performs poorly and crashes frequently. No additional software besides a PS3 driver has been installed since the installation of PES 2017. Windows 10 is fully updated, and a scan with Malwarebytes and Avast confirmed the absence of viruses or malware. System resource usage (disk, CPU, and RAM) remained unchanged. Could you provide any suggestions?

Please don't defragment your drive, it only causes it to degrade faster. I'm concerned about the make and model of your PSU as well as it's age, looking at (half) the specs of your system.
Always remember to pass on your specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
So we have a better picture of the issue.

No error logs have been left behind. I recently played Far Cry 1, and the frame rate is significantly lower than it was previously – it feels like twice as slow, with some areas appearing to run in slow motion.

My games are not demanding, and most only need one or two cores at maximum settings. PES is the exception, requiring higher specifications. However, other games are stuttering and crashing after installing them. PES runs smoothly at approximately 60 frames per second on high settings at 1080p.

Verify your GPU driver and consider lowering game settings. Additionally, an aging power supply unit may not be delivering sufficient power.

If a PSU is causing significantly reduced frame rates and crashes after installing a game, it could be related to the hard drive. Previously, PES ran without issues. The GPU drivers are also up-to-date.
