Hi! You can make a Windows 10 ISO for your new SSD, but whether it stays active depends on how you set up the installation. Since you’re using Windows 10 Home and have Windows 8.1 activation key, you’ll need to activate it again during the ISO creation process. Without an activation key, you won’t be able to install it without activation. Make sure you follow the steps carefully to avoid issues when moving the drive. Let me know if you need more details!

Use a disk cloning tool. Make sure everything fits on the SSD.

The SSD is much more compact compared to the HDD. Just noticed your update, it won't work as expected.

Could we rearrange a few files? Removing large applications or games might free up space. Windows uses minimal storage. Copying programs can transfer more data to a smaller drive.

You can perform a fresh installation of Windows 10 following the upgrade. The licenses tied to your hardware let you reinstall as many times as needed without needing a license key. You’ll have to bypass the prompt asking for a license key and complete the activation process once the operating system is set up.
