I've been attempting to set up the .NET Framework 3.5 for several months, but nothing seems to work. Reinstalling Windows isn't feasible at the moment due to multiple factors that would require a longer explanation. Every time I try installing Microsoft's .NET Framework 3.5 via the offline installer, programs, or DISM, it consistently fails with errors. I've adjusted the group policy related to optional component installation and repaired components using SFC /SCANNOW and DISM restorehealth, yet .NET 3.5 still doesn't install. The error message in Windows Features reads "Catastrophic failure Error code 0x8000FFFF." The Microsoft NetFxRepairTool couldn't identify the problem. If I run DISM /Online /Enable-Feature /FeatureName:NetFx3 /All from an admin prompt, it reports: Error: 0x8000ffff DISM failed. No operation was performed. For details, check the log file located at C:\Windows\Logs\DISM\dism.log. I'm using a local Windows account that was initially linked to an online account after setup, running Windows 10 Pro 22H2 version 19045.3516 on a Dell Latitude 5520 BIOS v1.31.0. If anyone needs the DISM log, I've shared it as an attachment. dism.log

You experimented with disabling a feature, rebooted, and reattempted installation without triggering the disable command again. The error persisted, indicating the app was still running. When you played a .NET 3.5 game, it started normally, but before that, the executable didn’t open or do anything. It seemed the software was installed but not properly recognized or launched.

You can verify and activate the .NET Framework if needed. It seems your Windows setup might have issues, but it's possible the problem was resolved by DISM.
