I'm having trouble setting up the operating system on my Mac Pro. I bought it without a hard drive and only have Windows devices, making downloads difficult. I want to avoid extra costs if possible.

Consider purchasing a USB stick that includes the operating system installer. These are available on eBay.

I installed the USB for El Captain but it halted around a quarter of the way, then popped up a lot of black text. I left it lying overnight and didn’t see any changes.

Reading the text inside those black boxes is essential for grasping the problem. Check with others—perhaps a friend has a Mac. Ask if they can lend you installation media to begin. If you're not concerned about macOS, you can install Windows on any machine and put it on a hard drive. At least you'd be able to test its performance.
