This will simply run with an outdated Windows version soon. In my case, I build my own installation media each time I reinstall Windows.

Have you attempted accessing the BIOS? Trying F2, F9, then Esc could be effective, especially for older systems. If that doesn’t work, consider switching to a legacy BIOS option if available. Alternatively, test another USB port on your sister’s laptop or prepare a custom installation media from a spare USB stick to see if it functions.

These problems usually come back often, at least until you reinstall Windows, which can take a long time. This is likely due to a hardware issue that won’t disappear.
