I've experienced this problem firsthand and it can be quite annoying. The challenge arose from the BIOS boot setting versus the USB Bootable configuration (UEFI or Legacy). If they don't align, you'll face difficulties. Windows attempts to configure everything for a UEFI setup, but if your system isn't set up accordingly or doesn't support it, you'll need to adjust how the bootable media is generated.
