Start the recovery process by booting into recovery mode. Use the power button and press +R continuously until you see a spinning globe. This will initiate a new setup for the system.

Run the installation on existing media and generate a USB installer from there? Numerous tutorials exist if you manage to access OSX to produce an install file. When entering recovery mode, it will automatically download the necessary files.
