You don’t need a USB drive to install Windows on a new PC. You can use a live USB or a bootable installation media to set up the operating system directly from storage.

Look for someone who has a computer and can help you make a bootable USB using the creation tool from Microsoft.
An external storage device may be employed, though it must remain empty unless needed. The Windows Media Creation Tool will erase the disk. You could possibly bypass this by splitting the drive and attaching the second section as a separate unit, though it seems risky. Check if someone has an unused USB stick or consider using a DVD with a compatible reader.
You won't have a PC, will you? You'll need one to build the installer. Someone else might help, or you could check a library that's open.
