I attempted that, but relocating the file where Windows got stuck created a fresh copy. In the same location it still forms a new one. I’ve given up now, especially since backups show it’s Windows 7. I haven’t used Windows 7 on this machine before—it came from a Windows 10 installation somehow?

I don't feel the same way. It seems like it's pretending the backup is missing even though it's still there. When it thinks the file is gone, it creates a new one, probably thinking it was deleted. Why would you assume it's trying to be annoying about moving your files? That's really clever.
