I sent it to several of my test systems using WSUS, everything is working fine so far. Updates took roughly two minutes with minimal download size. It seems the files came from an earlier update file. I recommend creating a backup and proceeding with the update.

I attempted that, but relocating the file where Windows got stuck created a fresh copy. In the same location it still forms a new one. I’ve given up now, especially since backups show it’s Windows 7. I haven’t used Windows 7 on this machine before—it came from a Windows 10 installation somehow?

Consider using the file browser and copying files directly. A script could be helpful if needed, but it isn't essential.

I don't feel the same way. It seems like it's pretending the backup is missing even though it's still there. When it thinks the file is gone, it creates a new one, probably thinking it was deleted. Why would you assume it's trying to be annoying about moving your files? That's really clever.
