You're able to install a Steam library on any additional storage device. Performance changes only occur if the library is installed on a floppy disk RAID setup.

You may store a single Steam folder per partition, and games can be moved between them—just keep in mind it involves some effort (copy the Steam Info file into the Steam app folder and then transfer it to the new location).

Steam being present on D:\ confirms it works. I've experienced this before. However, if it's installed on a separate drive such as C:\ and you need it on D:\, I'm uncertain about the feasibility.
