In short, I received a HP laptop as a school gift from Wal-Mart. It comes with solid specs for a college student's needs—i7-7500u, 12GB RAM, 1TB HDD, and all the ports I need. But since I got it a few weeks ago, it hasn’t performed as expected. For example, writing papers often causes crashes, and basic tasks feel much slower than a 5400 RPM hard drive should. I’m curious if a fresh Windows install from a USB stick would help, or if upgrading to an SSD is the only real way to improve performance. The model I have is the HP Pavilion 15-cc060wm.

Windows 10 Home 10.0.16299 Build 16299 appears to be the version of Office 365 your school has provided.
As long as you provide Office 365 login details, a new installation could improve performance, though I believe replacing the HDD with an SSD would be more beneficial.
