I plan to set up Windows 8.1 on an SSD paired with an HDD for all other components. In theory, I could install Windows XP on the HDD and switch to UEFI during boot, then enable legacy BIOS to launch Windows XP.

It might function, but since Windows XP dates back to 2001, it could encounter problems with modern hardware. Driver compatibility is likely a concern.

Begins with the CPU. At first I thought about the i5-4460, but I’ll check what a 4460 build would look like. If not, I’ll go with another basic setup.

You may place both on legacy BIOS, even together on the same drive if needed (assign each its own main partition). When installing XP followed by 8.1, the latter will recognize XP and set up a bootloader allowing you to switch between the operating systems each time you power on the computer.
