You need Windows 7 or 8 to obtain a free version of Windows 10. You can either purchase 7 or 8 now and upgrade later, or opt to pay for Windows 10 directly.

I’m still not fully confident about the steps, but it looks like you’ll need Windows 7 or 8 and to start the update from there.
