I believe you purchased the full Windows license, not just the USB installation media. Yes, the free download includes the software, while the actual purchase grants access to the code.

Sure, essentially even when you create your own USB, you'll still require an activation code. The USB you purchased includes one with the Windows installation. Don't lose money, but be mindful since not all codes function consistently.
