Before we begin, I want to use this method so I won’t have to download and install all my games just to get the trading cards. I’ve heard you can get a VAC ban for this, but some people say it only happens if you’re on a secured server. Is this true? If I get this, am I at risk too? Do you think this counts as cheating?

You do realise that there is a currency-exchange-rate involved with Steam Trading Cards, thus making it potential fraud? Though this isn't likely to happen, I wouldn't want risking to go to jail to just "get the trading cards".

You're getting something that might be valuable but isn't properly justified for ownership. In Germany this is treated as fraud. People usually ignore it, so your Steam account could be closed and the money lost. Regardless, it's not worth pursuing. Your question was addressed, and the answer was provided.

I already have the games, but I’m not keen on downloading them just to get the trading cards. Levent answered the question, though he didn’t need to be harsh or rude about it.
