It requires only a minimal extra amount, almost nothing compared to other parts of the computer. The upgrade is worthwhile based on your RAM usage and intended tasks. Let your dad know it won’t increase your electricity costs.

It doesn't really matter unless you turn on XMP or force the RAM to work at its maximum speed. DDR4 usually operates at 1.2 volts. Adding more RAM just means both modules will run at a specific voltage. RAM uses very little power, so you don't need to worry about it.
