With a few uses I noticed it ran slower than 30 but remained quicker than what I encounter elsewhere.

Many major service providers impose this restriction. Eventually, they may restrict your high-speed access or lower priority for data packets. That seems unlikely. Xfinity doesn’t operate its own network; it partners with Verizon. Likely there are similar constraints on the Verizon end.
