when buying a new laptop, why not opt for one with 2x 16gb ram already installed? that's quite typical nowadays. remember, opening up a new laptop could cancel any warranty you might have.
Plenty of laptops still exist with upgradable memory. I have a Lenovo Legion with upgradable memory. I had ASUS ROG Zephyrus 14 that had upgradable (or perhaps more accurately, expandable) memory. And of course, there's Framework.
For tablets, there aren't any that have upgradable memory. Android and iPads are treated as disposable appliances once they no longer get updates.
