I try it and it doesn't trigger a VAC warning, and it never does. You're not linking to Steam servers or VAC-protected servers, so you're protected. The same applies to the Steam Achievement Manager. If you play without being in-game while VAC is active, you can enjoy all achievements without any risk of banning. It usually moves to a completely separate non-Steam server where you register directly on their site. This process has nothing to do with Steam at all.
