A lower frequency stick will move slower than the other. For cas latency, various options exist, but it's best to choose a stick with matching latency for reliability.

I’m fine with the purchase, just wondering about the voltage requirements. It’s okay if it works at a different voltage. And what happens if I pair it with DDR3L? Asking for more details.

I’ve never come across ecc on a wintel laptop, so they’re likely the same. The only laptop I’ve seen with it was a bulky Solaris machine from the 90s.

Both DDR3 and DDR3L options are available. A nearby shop sells a DDR3 PC12800U, but it's a bit far from your house. You're taking the PC12800U, but you have more time to look for another RAM with similar specifications.
