From what we see thus far, it appears this will be exclusive to Windows 10. Having it available for download could help promote the feature, though it might complicate marketing efforts.

It makes sense as a marketing approach for them to restrict the offer to W10. This way, they can attract more users by focusing updates exclusively on that platform. Allowing W7/8 users to download might limit their ability to quickly draw in more people to W10.

I believe it will be limited to Windows 10 because of the extension of WinRT. It's designed to largely supersede IE in Windows 10 with a fresh browser that starts from scratch, leaving behind any past IE complaints. Additionally, it leverages WinRT, which offers a significant edge over what IE could provide even if it were a top-tier browser. Moreover, it will function identically on all devices—phones, tablets, and PCs—just like the rest of the new Universal Applications.
