I built the system using these components: B500 Gaming Plus, Ryzen 9 5000X, Intel Arc A770, two 16GB DDR4 RAM modules, and a 750W power supply. The PC boots quietly with the GPU turning on when I press the power button; the mainboard lights up and the CPU starts working. Unfortunately, my monitor doesn’t display anything, and I’m unsure why. After updating the BIOS and some older versions, I replaced the motherboard and even swapped the CPU, but the issue persists. I’ve tested various PCIe slots as well. What should I do next?

The CPU indicator lights up initially, then shuts off. Following that, the VGA indicator turns on and remains illuminated.

So it's a GPU/PCIe device problem. Probably not detected correctly. Sadly, with Arc GPUs anything is still to be expected. They've made great progress, but still a long road ahead of them till all the kinks are ironed out.

Essentially, the main option would be to change the GPU.

Certainly, try changing the configuration if it works. Check the BIOS settings for PCIe specifications. It's possible the device isn't communicating correctly when the PCIe version is set manually.

I did just that, but still no picture on the screen.. I now use a Geforce 3060. Maybe the RAM is not working with the whole setup, due to Intel XMP 2.0 ready.

When assembling a new system, if the processor includes an integrated graphics chip (like in the 5000x model), I usually start the setup by using the motherboard’s video output first. This avoids confusion later. It might just mean configuring the BIOS to recognize the IGPU before connecting any external monitor.
