It looks like the problem might be connected to memory. Since each stick operates individually, it could also involve CPU or Mobo settings.

The cooler model is NOCTUA D15S. I'm not using it right now but plan to check it this weekend and run a BIOS test on each stick to ensure there are no faulty RAM issues.

I considered mentioning a memtest but noted the issue was with both sticks working individually rather than together. You can verify that yourself. It seems the cooler might not be sufficient for this CPU. I hope you removed the plastic sticker from the heatsink and applied proper thermal paste. Your computer would power down after about 30 seconds when trying to flash the BIOS without a cooler. The manual clearly advises installing the cooler before booting. I’d want to troubleshoot first before considering an RMA.

My PC can boot into BIOS with one RAM stick but won’t start with two. With just one stick, I’m experiencing problems installing Windows as described.

My friend had to reinstall drivers and even write some code to get everything working again. Now Windows is installed and everything functions properly on my PC. Thanks for your help!
