I'm only working with the same boards. I'm just applying the AI overclock tuner D.O.C.P settings for the clock speed. I haven't adjusted RAM parameters manually before.

You might be exceeding the memory controller's capacity. Test by setting it to 3600 and check if it starts up.

It's unlikely to succeed at 4000MHz. These Ryzen chips usually struggle with such frequencies. It's odd that the 2x8GB setup functioned. Using four cards puts extra strain on the memory controller compared to two.

Set them at 3600 Mhz. The jump from 3600 to 4000 Mhz isn't much better. In fact, you might find it worth trying to lower the latency to 17 or 16 at 3600 instead of 18—this could boost performance without extra strain. Using four sticks is tougher on the motherboard and CPU because the signals between the CPU socket and RAM sticks get more interference, possibly leading to more transfer errors and resets.

You likely won't be able to. Raising it to 3800mhz might help, but lowering the cas latency would give better results.
