Hey there. As the title suggests, this problem has been with me for a long time. I don’t recall the exact start date, but I believe it began after upgrading my motherboard and CPU from my old AMD FX-8320. Now my PC sits idle around 12% CPU usage, most of which appears to be tied to the "System" process in Task Manager, which also shows high and extremely high power consumption. (Photo attached). Games I play often experience constant stuttering, even when I reach 60+ FPS, and this FPS never drops when the games are stuttering. This issue occurs regardless of the game I’m running. I’ve tried numerous fixes but nothing has resolved it. Here’s a rundown of what I’ve done: I swapped parts like the GPU, PSU, and RAM to check for hardware faults. I reinstalled the OS many times—about a million times—on an SSD, M.2, and even a different motherboard to test storage problems. My BIOS, Windows updates, and graphics drivers are all current. I set my CPU to stock clocks to rule out overclocking. I don’t think my hardware is overheating; temperatures stay normal when monitored with HWInfo. I’ve turned off unnecessary startup programs. The only possible culprit seems to be a CPU or motherboard issue, but I don’t have another unit to test. I’d rather avoid spending 800 euros on a CPU/MBO pair or dealing with driver problems. Any advice would be greatly appreciated. I’ve been facing this for about 1.5 years since the upgrade and can’t enjoy gaming with these frequent stutters. Here are my specs: Intel I7 10700k OC @ 4.8Ghz, Asus B460-F Gaming Board, Corsair Vengeance RGB PRO 32GB @ 2933Mhz, AMD MSI RX480 8GB, Corsair RM850i, PSU 1TB Samsung 860 QVO, plus 1TB Samsung 980 M.2, Windows 10 64bit, BIOS v1620.

Check your memory consumption during stuttering. Review the Event Viewer and Windows Logs for any related entries near the issue.

RAM consumption remains steady during spikes. In the event viewer, certain alerts appear, though they don’t happen when the game runs or stutters. The key warnings involve a feature named DistributedCOM.
