He should be capable of... I own an i5 6500 and an r9 380, and when everything is configured to high with 1080p, I maintain a steady 225fps.

Just confirming :-). Otherwise attempt to check the integrity of the in-game cache on Steam or reinstall. I'm seeing 250-300fps with a 280x resolution, which clearly indicates an issue. Was this always the case (even back in 2000) or did it start after installing a new GPU? Please ignore the last part.

As I previously noted, I was limited to 120 fps before upgrading to my 144 Hz monitor.
