I saw a lot about 1.325V or above for 4.9GHz, but my setup uses 1.290V or less. Is that okay?

so you dont get bottleneck by the uncore? This is an overly shortened way of saying it, but basically the extra core clock wont help as much as it could if it's bottlenecked elsewhere, one of these factors is uncore frequency Target that. Different workloads care about cache/uncore to varying degrees but at stock, uncore/cache is 300MHz lower than core.
