Your older PC has a 1500x clock speed. Thinking about boosting it could be risky if done too often, so research is key. For better cooling, upgrading the case and installing a new cooler would help manage heat more effectively.

It should be alright as long as you stay under 1.4V for continuous operation. The original Ryzen 3 was fine at around 3.75Ghz with 1.34V, but since it's an older CPU, it naturally draws less power. For cooling, any solution works, given its limited power capacity.

Most Ryzen 1000 models reached speeds between 3.9 and 4.0GHz for all-core overclocking. I wouldn't anticipate exceeding that limit no matter what cooling solution you used. For better performance, consider a budget tower cooler such as the Vetroo V5 or Hyper 212.
