Absolutely, even a rise from 3000 to 3200 should boost FPS or reduce drops noticeably. I ran some tests switching from 2133 to 3200 on a Ryzen 2600, and the improvement could reach up to 25 FPS. The dips were also reduced—2133 often had frequent drops of about 15-20 FPS, which happened regularly. At 3200, those drops were much less noticeable, usually only reaching around 7 FPS tops and rarely happening.
