Seems unlikely. Have you set your ram speed to 3600mhz in the bios? Also lower cache bandwidth as you do down to L3 cache is normal since there is physically more cache so more operations it has to work with
The specifications seem unclear. Please clarify what you mean by L1, L2, L3 and RAM values.
Received from Intel: C-States span from C0 to Cn. C0 means active mode. Other C-states (C1-Cn) denote idle sleep modes where the processor clock is off and components are powered down. Deeper C-states increase exit latency time and provide more power savings. Edit: it appears most C-states besides C0 correspond to deeper CPU sleep, not just general inactivity.
