I believe 4.2 or 4.1 GHz is feasible, though it will rely on your cooling setup. Also, I think the highest safe voltage for 2000 series components is around 1.38 (please verify) – just check what your PC can support. Do some extra research.
My 5 2600 runs smoothly at 4.1 GHz with about 1.31V. Under heavy use it drops to 1.28V yet stays stable. Cooling helps by keeping temperatures between 55 and under 60°C during gaming, and around 37 to mid-40s for regular tasks. I haven’t tried 4.2, but it might work if you add a lot of extra voltage—this would raise temps too. Adjusting your RAM could also help. Generally, 4 to 4.2 GHz is achievable depending on your cooling solution and CPU specs. The safe max voltage seems around 1.38, though you shouldn’t feel that high.
