So I noticed my frame rate kept fluctuating a lot. I tried changing some registry settings to zero and then back to one, restarting the PC. After that, Valorant ran smoothly with an average of 230 FPS. Then I went to watch a football match and when I came back, the game was again very choppy with an average of 140 FPS and a low of 56. The GPU temperature was around 50°C and the CPU around 55°C. It seems my PC only works well for a short period before it stops.
The i5-9400f features a base clock of 2.9ghz with a boost of 4.1ghz. The UB results you referenced indicate an average of 2.8ghz, which is significantly below expectations.
What are your temperatures? Your CPU is running at base clock, which means it's likely throttling a lot. The GPU also seems to be throttling. How is your case fan performing?

Are you using the newest drivers and BIOS updates?
I don't understand why my temperatures are so low. It might be related to the game, as my GPU is around 82°C and my CPU is about 60°C. I just checked the drivers and they're up to date. What do you mean by "Your CPU is performing under base clock"? The core clock is 2.9GHz, and even after overclocking to 3.3GHz, the issue persists. I really don't want to interfere with the BIOS—I'm too clueless about it.
